COMMUNICATIONS from the Bishop
No. 381                                                    DIOCESE OF MARBEL, PHILIPPINES                                     15 August 2004

1. EUCHARISTIC YEAR AND MARIAN YEAR LAUNCHED

The Catholic Bishops’ Conference of the Philippines decided during its 89th Plenary Assembly on 10-11 July 2004 at Pius XII Catholic Center, Manila to celebrate jointly the Eucharistic Year and the Marian Year.  The date and place of launching is 15 August 2004 in Tarlac Diocese.  Theme is “ Celebrating the Eucharist with Mary”.

August 15 is the Solemnity of the Assumption of Mary.  Mary’s assumption was defined as a dogma by Pope Pius XII on 1 November 1950 in the Apostolic Constitution “Munificentissimus Deus”.  His words: “We pronounce, declare and define it to be divinely revealed dogma: that the Immaculate Mother of God, the ever Virgin Mary, having completed the course of her earthly life, was assumed body and soul into heavenly glory”.

Three other truths are contained in the aforecited definition: Immaculate Conception, Divine Maternity and Perpetual Virginity.

Whether Mary died or not is an open question.  What is certain is that her body did not decay.  What is also certain is that Mary, body and soul, has entered into heavenly glory

2. KNIGHTS OF COLUMBUS CELEBRATE 18th ANNUAL CONVENTION

The Association of the Knights of Columbus in the Diocese of Marbel (AKCDM) held its 18th Annual Convention on 8 August 2004 at the Family Country Hotel and Convention Centre, Mateo Road, Lagao, General Santos City.

Theme is “ Peace and Good Governance”.

Objectives: (1) the Knights of Columbus (K of C) have adequately understood the meaning of peace and good governance; (2) the K of C are committed to help government promote the common good and to combat corruption in government; (3) the spirit of fraternity is strengthened.

Activities:  messages, financial reports, talks-open forum, lunch, fellowship and cultural presentation, Eucharistic celebration and raffles of gifts.

Bishop Dinualdo Gutierrez based his description of peace on the teachings of the Second Plenary Council of the Philippines (PCP II): Peace cannot be equated with the absence of war nor with a certain balance of power.  It is a harmony in the human heart and in the social order brought about by justice, requiring respect for human dignity and human rights, the promotion of the common good by one and all, and the constant practice of solidarity.  Peace is likewise the fruit of love which goes beyond what justice can provide.  In the final analysis, the real peace we must seek is the Lord’s because he Himself is our peace (n. 307; cf. Is. 32:17; Vat. II, GS, 78; Eph. 2:14).

Good governance, the Bishop explained, means service to God for the benefit of the humans.  St. Paul says “The state is there to serve God for your benefit” (Rom. 13:4).  Good governance, therefore, means the promotion of the common good.  The Catechism of the Catholic Church, Definitive edition, defines common good as “the sum total of social conditions which allow people, either as groups or as individuals, to reach their fulfillment more fully and more easily” (n. 1906; cf. GS 26, par. 1).  Common good includes: respect for persons; food, clothing, health, work, education, culture; and stability and security of a just order (nn. 1907-1909).

The keynote address was delivered after lunch by Hon. Rogelio P. Antalan, Mayor, Island Garden City of Samal.

He examined the causes of conflicts; poverty, poor governance, injustice, structural inequalities in the political system (Elitism, “trapos”, dynasties, private armies), exploitation and marginalization of indigenous people.  Also: ideologies, landed elite, ignorance of law, marginalization of basic sectors.

Then he drew the paths to peace: citizens’ participation, education, culture of peace, Muslim-Christian dialogue, “lumad” rights and ancestral domain, agricultural productivity, strengthening local autonomy and streamlining bureaucratic procedures and de-militarization.  He ended by saying, “the way to peace is peace”.

Afterwards he emphasized the role of the people as peacebuilder.

Towards the end, he mentioned 7 Global Norms of Good Governance: (1) equity; (2) security; (3) efficiency; (4) sustainability; (5) decentralization; (6) transparency; (7) civic engagement and citizenship.  “It is people who count!”

He concluded: “Think of the Impossible”.  “Make the best better”.

Registered delegates numbered 405.  President of the AKCDM is SK Zenelito M. Zuzon.  Convention Chairman is SK Adriano “Rey” B. Golingan, Jr.  Congratulation for a well-managed convention.

Mabuhay ang K of C!
