Around 60 persons attended: Namfrel volunteers, PNP and military. Lights: (Positive) 1. Political education helped voters elect honest candidates and reject corrupt ones. 2. Poll-watching orientation empowered Namfrel poll-watchers to assist many BEI members to do their duties properly. 3. Monitoring teams stopped the use of carbon paper in one municipality in South Cotabato. 4. Voters’ Assistance Centers (VACs) assisted many voters locate their precincts and assisted many others whose names disappeared from the list to get certifications from the local COMELEC officials which enabled them to cast their votes. 5. Between 70% to 80% of the voters cast their votes. 6. Counting of votes was accurate, fast and orderly. 7. Commitment of around 9,000 volunteers. 8. Coordination among Namfrel, COMELEC, PNP and military. 9. Generous contributions of BEC members, parishes and Namfrel (P 205,000.00 from Namfrel-National) 10. Thousands of cellphones and texters Shadows: (Negative) 1. Transmission of election results was stopped, due to overload of Namfrel’s system. 2. Sarangani Province made 3 attempts to transmit results through e-mail. Rejected because Namfrel’s format was not used. Diskette was sent through LBC. 3. Many parishes initially had funding problems. Namfrel’s assistance was not enough. Local sources had to be tapped. 4. Certified voters’ lists were delivered only on May 8, 2004. 5. Only few voters were disenfranchised. Conclusion: Ratings for the conduct of elections in SOCSARGEN: honesty – 97%; orderliness – 95%; and peace (absence of violence) – 98%. Recommendations: 1. Continue educating the people towards political maturity. 2. Start immediately purging the voters’ list. Secure the list at least two weeks before Election Day. 3. Strengthen partnership with COMELEC, PNP and military. |

RESPONSIVE After evaluating the May 10, 2004 elections the members present: priests, religious, lay, PNP and military agreed to combat corruption in government service. Hence, a revised concept paper on the CCRG which is registered with the Security and Exchange Commission (SEC) will be presented to the priests during the June mid-year gathering. 3. BISHOP ANNOUNCES
