STATUTE OF DIOCESAN PASTORAL COUNCIL


ARTICLE I. ESTABLISHING THE DPC

Section 1. The Diocesan Pastoral Council is hereby established in the Diocese of Marbel in
                   accordance with the provisions of canons 511-514.

Section 2. It is guided by these Statutes promulgated by the Bishop of the Diocese in accordance
                  with the provision 4.2.1 of the Acts and Decrees of the First Diocesan Pastoral Assembly.

 

ARTICLE II. NATURE AND FUNCTIONS

Section 1. NATURE

1.       The DPC is a consultative body (c. 514, #1), under the authority of the Bishop, to assist him on pastoral   matters.

2.       Only the Bishop can convene the DPC and preside over it. He alone can make public the matters dealt with in the Council (c. 514, #1).

3.       When the see is vacant, the DPC ceases (c. 513, #2).

Section 2. FUNCTIONS

.       In general, the DPC is to help the Bishop in fostering pastoral action of integral evangelization in the Diocese.

2.       In particular, the DPC is:

a)      To offer sound advice to the Bishop regarding pastoral matters.

b)      To plan with him regarding effective means of evangelization in the Diocese.

c)      To come up with strategies for pastoral work.

d)      To monitor and evaluate the implementation of the plan.

 

ARTICLE III. COMPOSITION

Section 1. The DPC is composed of priests, religious, and lay persons who are in full communion with the    Catholic Church and who are designated by the Bishop in a specific manner (c. 512, #1).

Section 2. The DPC membership is classified as follows:

a)      Ex-Officio – those holding the following positions:

1.      Vicar General

2.      Judicial Vicar

3.      Episcopal Vicar for the Clergy

4.      Vice Provincial of the Passionist Fathers and Brothers

5.      Rector of the Diocesan Seminary

6.      Commissioners of the Commission on Christian Formation (COCF), Commission on Social Action (COSA) and, Commission on Worship and Liturgy (COWL).

7.      Directors of the Christian Formation Center (CFC), Social Action Center (SAC), and Diocesan Liturgical Center (DLC).

8.      Vicars Forane of Allah Valley Area (AVA), Koronadal Valley Area (KVA), Metro Dadiangas Area (MEDA), Glan-Alabel-Malungon-Malapatan Area (GAMMA), and Maasim-Kiamba-Maitum-Milbuk Area (MAKIMAMI).

9.      Coordinator of the Diocesan Campus Ministry.

b)      Elected – those elected/chosen by their respective groups to represent them in the DPC:

1.      Representatives of the Men Religious (2)

2.      Representatives of the Women Religious (2)

3.      Diocesan Heads of Ministries, Recognized Organizations and Movements. 

c) Appointed – those appointed by the Bishop due to special competence.

Section 3. Every member must attend the DPC meetings.   


ARTICLE IV. TERM OF MEMBERSHIP

Section 1. All elected and appointed members shall hold office for a term of two (2) years.

Section 2. Ex-officio members shall hold office for as long as they hold the position to which ex-
                   officio membership in the DPC is attached.

Section 3. Any change in status for which a member has been designated, elected or appointed
                   shall terminate his/her membership in the Council.

ARTICLE V. OFFICERS

Section 1. The officers of the DPC are the following:

1.      President

2.      Secretary

3.      Assistant Secretary.

Section 2. The President of the DPC is the Bishop of Marbel.

Section 3. The Secretary and the Assistant Secretary are appointed by the Bishop from among
                   the DPC members.

Section 4. The duties and functions of the DPC Officers are those that are prescribed in
                   accordance with their office.

ARTICLE VI. COMMITTEES

Section 1. The Standing Committees of the DPC are the following:

1.      Committee on Planning

2.      Committee on Evaluation.

Section 2. Other committees may be created as the need arises.

ARTICLE VII. FREQUENCY OF MEETINGS

Section 1. The DPC shall meet at least two (2) times year.

Section 2. Special meetings may be called as the need arises.

ARTICLE VIII. AMENDMENT

Section 1. Amendment to these Statutes can be proposed by any member of the DPC.

Section 2. Proposed amendment shall be presented and read to the members during any of its duly
                   convoked session.

Section 3. Such amendment shall become official upon ratification by a simple majority vote of
                   members present and upon confirmation by the Bishop.

ARTICLE IX. EFFECTIVITY

Section 1. These Statutes take effect upon signed approval of the Bishop of Marbel.
