CRITERIA IN CREATING A PARISH

 

In creating a new parish the following criteria are to be considered:

 

1.      There is real pastoral need to create such parish for the following reasons:

·          growing population in a specific area

·          greater concern for pastoral care

·          request of people in the place

·          willingness of the people to support the plan

2.      The parish has identified the area to be made into a parish

·          its territorial boundary

·          its land area for the parish church, convento, seminar house

3.      The people in the proposed area have been consulted regarding

·          membership in the proposed parish

·          its territorial boundary to be made

·          its center for the new parish

·          its Patron Saint

4.   Preliminary data have been gathered regarding

·          general population in the area

·          number of Catholics therein

·          number of GKKs

·          number of families

·          Church ministries and organizations existing therein

·          their officers and leaders

5.  The parish is willing to undertake preparation for the new parish by

·          educating the people

·          organizing and strengthening of ministries

·          putting up of basic structures for public worship, decent place for priest to stay, for parish office, place for meetings, etc.

·          developing a financial plan

6.      The General Plan has been presented to the Presbyterium for information and comment. Such presentation shall consist of the following:

·          result of consultation of people in the area

·          map of the proposed territory showing its territorial boundary

·          proposed parish center

·          data on population, barangays

·          number of Catholics and non-Catholics

·          number of GKK chapels

·          existing ministries, organizations and movements

·          development plan for church, convento, seminar house

·          plan for financial support

7.      The Presbyterium has created a Committee on Inspection whose tasks are

·          to visit the proposed parish

·          to explain to the people what a parish is, and what it means to be a parish

·          to assess adequacy of facilities already set-up

·          to look over its administrative set-up, pastoral programs and finances

8.      The Committee on Inspection has submitted its findings to the Presbyterium and recommends the creation of a new parish.

9.      The Bishop together with the Presbyterium has given approval.

·          a Decree is drawn up and date of formal erection and installation of the parish priest is  set.
