ON COSA AND ITS PROGRAMS
Based on DPA-I Decrees
COMMISSION
ON SOCIAL ACTIONS (COSA)
Nature:
highest diocesan body assisting the bishop in the social apostolate of the
diocese.
Functions:
1.
To set direction on the social apostolate of the Diocese.
2.
To help formulate guidelines and policies regarding Social Action
3.
To ensure implementation of guidelines and policies by all concerned.
Nature:
Secretariat of COSA and diocesan service center of the parishes’ social
apostolates.
Functions:
1.
To formulate plan and programs that will implement direction, policies
and guidelines set by COSA
2.
To implement, monitor, and evaluate plans and programs it has formulated
3.
To establish linkages with other groups, agencies, and institutions of
related concerns.
4.
To facilitate and/or provide basic services to the social apostolates of
parishes.
1.
Lay leaders who wish to campaign – leave of absence.
2.
Those who want to run – resign from positions or assignments
3.
After election, those who took leave of absence may return subject to
approval of parish priest.
4.
Those who resigned may return but only as ordinary member subject to
approval of parish priest.
5.
Voters Education Program to be incorporated into existing formation
programs of Diocese and parishes. Such programs shall:
Instruct
the people on moral obligations regarding elections |

Motivate
people to act with enlightened Christian conscience |
|
Respect
sanctity of ballot |
|
Forestall
any act of violence |
|
Promote
unity and solidarity among people of various political persuasions. |
6.
Social Action Center to strengthen CC-HOPE and coordinate with CCRG.
7.
The Church (diocese, parishes, GKKs) not to solicit donation during
election period and from gambling institutions at all times.
1.
Social apostolates should promote justice, peace and development.
2.
Social action services should aid basic sectors in setting up coops, IGPs
and other programs and projects.
3.
Each parish to establish Social Action Committee (PSAC) to implement
Social Action programs of the Diocese and Parish. Committee to be under over-all
supervision of parish priest and to be umbrella of all programs and apostolates
on social concerns of the parish.
4.
Programs and apostolates of ROMs to be coordinated with the PSAC.
5.
Parish social action Coordinators to undergo special training and
education in line with social action programs.
6.
Basic course on social justice, Social Teachings of the Church, social
implications of Word of God, along with effective exposure-immersion-reflection
strategy to be integral part of formation program of all sectors and educational
institutions in the Diocese.
7.
Clergy, religious, seminarians and key church leaders to undergo
systematic updating formation programs on social justice and other issues. SAC
must plan out periodic seminars to include the following:
Conscience formation emphasizing Gospel values of social justice, preferential love for the poor, active non-violence, critical thinking, and dialogue as way of resolving conflicts |

Critical
awareness of impact of multi-media on formation of values and lifestyle in
the modern world |
|
Active
concern for the preservation and protection of Ecology, especially in
responding to existing environmental issues. |

Greater
sensitivity to women’s issues and other gender issues. |
8.
ROMs to undertake concrete actions on social issues and concerns with
special focus on:
Integrity
of creation |

Sustainable
development |
|
Genuine
Agrarian Reform |
|
Human
Rights |
|
Ancestral
Domain |
|
Drug addiction |
|
HIV-AIDS. |
9.
Important concern of Social Action Apostolate, to set up funds for the
poor for emergencies.
10.
Alay Kapwa campaign to be integral part of evangelization program and be
organized in the Diocese, Parish and GKKs.
11.
Serious efforts to be undertaken by Diocese to improve standards of
living of church workers.
12.
SAC to submit regular financial reports to persons and groups concerned.
13.
Diocese to ensure that poor participate in design and implementation of
programs for them.
INDIGENOUS
PEOPLES (IPs)
1.
SAC-IP Desk to establish programs and structures for empowerment of IPs
re issues on cultural invasion and developmental aggression.
2.
Diocese to consider IPs with special concern to acquire security of land
tenure, preserve ancestral domain, traditions and cultures while working with
them, looking for ways by which they can evangelize their won cultures.
3.
Parish with significant number of IPs to establish IP apostolate in
coordination with Diocesan IP Program.
4.
SAC-IP Desk to include task of conscientization, formation and
organization for empowerment, setting up literary programs, self-help livelihood
projects, and construction of water system where needed.
5.
Diocese through SAC-IP Apostolate to foster exposures or immersion
programs to IP Communities for priests, religious, church workers, heads and
members of various apostolates.
1.
The Diocese should strengthen its existing means of social communications
and within its capability set-up others.
2.
The existing means of social communications of the Diocese should be made
available to the following concerns:
The
poor and the marginalized so that their options and aspirations may find
channels of expressions. |

A
massive campaign on public policy to prohibit the glorification of guns
and violence, lust and sex in movies, billboards, TV, radio and print
media. |
|
The
sick, the elderly, and the invalid; that programs may be aired for their
benefit. |
3.
Media education shall be included in the curricula of Catholic secondary
schools. Social communmication skills shall likewise be taught in the diocesan
seminary.
4.
The Diocese through its Social Action Apostolate shall manifest its
concern for people in media through a special program of formation that will
help them internalize the Gospel values.
