DECREE ON THE
MEANS OF SOCIAL COMMUNICATION VATICAN II Some
Guiding Principles and Points of Renewal: 1. The
Church believes that in order to be more effective in its mission of evangelization, Means of Social
Communication: press radio
television, cinema , etc. Should be employed to announce the good news of
salvation and to teach men how to use them properly. 2. It
is essential that all those involved in this particular ministry should
form a correct conscience on the use of media, especially on issues which
are controversial today. a. Information,
or the search for news and its publication. Human society’s rights to
information. b. The
relation between the rights of arts, (to use a current expression) and the
moral law. c. The
Chronicling, the description or the representation of moral evil, with the
help of the means of social communication, lead to a deeper knowledge and
analysis of and to a manifestation of the true and the good in all their
splendor. 3. Special
responsibility for the proper use of the means of Social Communication
rests on all Those who are involved in the making and the transmission of
communication in anyway whatsoever. They
have the power to direct mankind along the good path or on evil path by
the information they impart and the pressure they exert. 4. Civil
Authorities have particular responsibilities in this field because of the
common good, toward which these media are oriented. a. true
a just freedom of information must be maintained. A. to
foster religious, cultural and artistic values b. to
ensure equitably and vigilantly that public morality and social progress
are not gravely endangered through the misuse of this media. 5.
All
members of the Church should make a concerted effort to ensure that the
means of communication are put at the service of the multiple forms of
apostolate. Pastors of souls should be particularly
interested in this field since
it is closely linked with
their task of preaching the Gospel. Laymen
with expertise in media should also endeavor in witness to Christ in
Church apostolates. Priests, religious
and laity should undergo proper training and acquire the competence needed
to use this media for the New Integral Evangelization for total liberation
